VietNamNet Bridge – Several governmental regulations are about to take effect that will attract foreigners and overseas Vietnamese to participate in sci-tech development projects in Vietnam.
According to a Government decree that will be effective on November 10, overseas Vietnamese and foreign experts can be hired as leaders of sci-tech organizations and sci-tech projects in Vietnam.
Overseas Vietnamese will also be eligible to be granted sci-tech positions and titles under the provisions of the Law on Science and Technology.
In addition, overseas Vietnamese and foreign experts will be helped to get work permits under simplified procedures.
In addition, the family members of overseas Vietnamese and foreign experts (including parents, spouse, children, and adopted children under 18 years old) would be given help to look for a job or study at educational and training institutions in Vietnam.
They would also be given help so they can receive multiple-entry visas or a temporary residence card with a maximum term prescribed by law on the immigration and residence of foreigners in Vietnam.
Overseas Vietnamese and foreign experts are entitled to the above Decree if they meet one of the following conditions: have patents or plant varieties that are registered intellectual property rights in accordance with scientific-technological tasks implemented in Vietnam; have scientific and technological research that are consistent with the sci-tech mission implemented in Vietnam; have a Ph.D. degree and have been teaching, researching, or engaging in technology transfer at prestigious overseas research institutions in the field in accordance with the sci-tech mission in Vietnam; have a PhD diploma, and have been working for over three years for an international cooperation project on sci-tech or an RD department of prestigious overseas firms.
