Mr. Matti Hämäläinen, scientist from the center of the natural biodiversity, Netherlands, discovered the dragonfly. He described this dragonfly species in 2012.

Samples were collected in Lao Cai.

The species is named Indocypha neglecta because it had been forgotten for more than a century.

The samples of this dragonflies species were collected over 120 years ago, and kept at the National Natural History Museum in Paris, France.

Over 100 years ago, French entomologist René Martin described this species but the manuscript was then unnoticed and forgotten for a long time.
