VietNamNet Bridge – Da Nang is reconsidering its decision to continue a program on training talent for the city’s agencies.

Da Nang wants to attract talents



Under Program 922, potential officers are sent abroad where they attend advanced training courses with the city’s funding. The trainees have to promise to come back to Da Nang after the training courses end and work for the city’s agencies.

A report released at a meeting between the Da Nang Party Committee’s Secretary Truong Quang Nghia and Da Nang Department of Interior Affairs on July 25 showed that by June 2018, the city had sent 616 trainees abroad. Of these, 460 trainees have finished their studies.

The report said Da Nang has spent VND680 billion to fund the study of the ‘talents’. 

Under Program 922, potential officers are sent abroad where they attend advanced training courses with the city’s funding. The trainees have to promise to come back to Da Nang after the training courses end and work for the city’s agencies.

However, according to Nghia, the amount of VND680 billion was spent only on studying. The real amount of money the city has spent is actually higher.

Every trainee, when returning, receives one apartment and other allowances. It is estimated that Da Nang has spent up to VND1 trillion so far for Program 922.

An analyst commented that it is unfair to spend a huge amount of VND1 trillion just to send a group of people to overseas training courses. Meanwhile, millions of other people don’t receive financial support. 

In other words, this is a privilege for state officers: they can study with the state’s money, receive apartments from the state, and get jobs at state agencies.

The analyst said he protested the launch of Program 922 some years ago. 

He commented that if Da Nang wants talents to work for its agencies, it would be better to offer high pay to recruit qualified officers, rather than spend big money to train officers.  

Nguyen Viet Hung, Deputy Chairman of the Organizing Committee of Da Nang City Party Committee, said now is the right time to ‘put an end to Program 922 and apply another solution to attract talent’.

There are many talented staff in society for Da Nang or any other city and province to choose. If local authorities can offer reasonable policies, many people will be willing to work for them, and there is no need to spend trillions of dong to develop human resources.

Program 922 has not gained success as expected. As many as 93 officers have quit the program, while 40 have resigned from their post and 47 have broken their commitments. Many officers, after finishing training courses, don’t want to return to Vietnam.
