Academics and other experts gathered in HCM City on March 7 to discuss the provisions of the Amended Land Law Bill.
Associate Prof Nguyen Quang Tuyen of the Hanoi Law University
said the authority to decide land prices and administer public land
should not be vested in the same agency.
Prices
should not be decided by local people’s committees but by the Ministry
of Finance or a national committee entrusted with the task, he
explained, adding that the committee could decide land prices based on
advice from professional independent evaluation agencies.
Associate Prof Dang Van Thanh, chairman of the Vietnam Auditing
Association, said it is necessary to have clearer pricing regulations,
with details of compliance spelled out.
He suggested using taxation tools to regulate land prices.
Participants at the meeting organised by Legislation Study Institute
also said the laws, once amended, should be comprehensive to help deal
with the current problems in land administration.-VNA
