The Aviation Airport Corporation of Vietnam (ACV) has been told to address high fares and number of delayed flights on the Dien Bien-Hanoi route by the Dien Bien People’s Committee.

In Dien Bien Phu Airport report to the prime minister, Dien Bien People’s Committee concluded that the Ministry of Transport, ACV, and Vietnam Air Traffic Management Corporation only care about profitable parts of the airlines sector.
The provincial authorities accused ACV of monopolising the Hanoi-Dien Bien route and imposing a ticket price of VND1,985,000 (USD85.68), the highest in Vietnam. This has badly affected local residents especially those who live in disadvantaged areas or strategic locations.
They urged a review of ACV’s operations and asked the Ministry of Transport to follow the schedule and quickly upgrade Dien Bien Phu Airport.
Statistics from ACV show that Dien Bien Phu Airport has capacity to serve 300,000 passengers per year. In 2017, it received 70,000 passengers and nearly 34,000 in the first seven months of 2018.
When being questioned about cancelled and delayed flights, ACV said there were many reasons but mostly it was because of bad weather that Vietnam Air Services Company, the airport’s operator, had to delay or cancel some flights. There was no delayed or cancelled flights caused by the ground staff or bad operations.
According to ACV, they have proposed to build a new terminal, expand the parking area and other constructions to improve the airport’s capacity to one to two million passengers per year by 2025 in accordance with the plan. The construction of new runway will be carried out by the orders of the Ministry of Transport.
In 2018, ACV will continue investing into security, equipment and maintenance for better infrastructure. It didn’t address accusations of high fares.
