The consulting role and prestige of eight Departments of Natural
Resources and Environment (DoNREs) in industrial pollution management
have been raised significantly thanks to the Vietnam Provincial
Environmental Governance (VPEG) project.
As part of
the Vietnam-Canada Environment project, the VPEG sought to partner with
the DoNRES in Hanoi, Hai Duong and Bac Ninh in the north, Quang Ngai, Da
Nang in the central and the southern provinces of Soc Trang, Long An,
and Binh Duong, in this field.
During the 2008-2013
period, the project has helped build an industrial facility inventory
online database in Binh Duong province, set up a community-based
environmental management model in handicraft villages in Bac Ninh while
improving the leadership in industrial pollution management in Soc
Trang, said Le Ke Son, Deputy Head of the Environment General Department
and VPEG Director.
The project also recognised the
strategic position of DoNREs with respect to dealing with pollution
prevention and provided assistance to facilitate the capacity
development of DonRE staff in cleaner production assessment.
As a result of the VPEG technical assistance in cleaner production,
the DoNREs not only developed deeper knowledge and skills in conducting
cleaner production assessment, but also established a strong
collaboration with relevant agencies and branches in the localities.
The project supported 15 enterprises on completing cleaner production assessment demonstration in during 2010 and 2011.
Besides, gender equality has been integrated into the project. The
DoNREs in Hai Duong, Soc Trang, Binh Duong and Long An plan to carry out
models on promoting the role of women in community-based environmental
communication and monitoring groups.
The MoNREs in
Da Nang and Quang Ngai will also have manuals on gender and
enhancement of climate change resilience capacity for businesses.-VNA
