Unseeded pair Phuong and Nicholas David Ionel of Romania beat the No 1 seed duo Mathys Erhard of France and Nodskov Rune of Denmark 7-6, 6-3 in the final to take the title.
Phuong and his partner recorded four wins to reach the final.
The event was an International Tennis Federation (ITF) Grade 2 tennis tournament.
In the men’s singles, Phuong, world junior No 224, was defeated in the third round after losing to Gustaf Strom of Sweden.
