Nguyen Toan Thang, chairman of the city Department of Natural Resources and Environment, said qualified bidders should be able to process around 1,000 tonnes of solid waste a day and offer a reasonable price.
They must not use more than 10 hectares of land per 1,000 tonnes of trash a day, and the processing facility must be able to yield 15-20 kW per tonne of waste.
Appraisals will be done by the Departments of Natural Resources and Environment and Planning and Investment, who will submit them to the People’s Committee for approval.
The bidders will be chosen by the end of the year.
The city will focus on treatment facilities for domestic, industrial and hazardous wastes.
According to Thang, the city treats over 10,000 tonnes of waste daily.
It aims to reduce the amount of waste disposed of by burying by half by 2020 and 80 per cent by 2025.
The Department of Natural Resources and Environment will help existing waste treatment companies switch from burying waste to producing energy from it.
